Can we open-source a collective decision-making protocol?

Why are we closing down Nuclear Plants? I argue that there is a disconnect between the bleeding-edge epistemic discussion (science) and our capacity to act rationally as a collective thinking group (politics). This discrepancy is a bottleneck on our capacity to steer humanity towards a more desirable outcome. Without a system that gives enough voice to experts, the discussion of what to do about AGI is hopeless.
