US frontier model weight theft by China is widely treated as a likely, perhaps inevitable, national security risk. The defensive literature responds by hardening infrastructure against theft; this report proposes an offensive alternative. Under a threat-sabotage pathway, the United States installs a narrow, conditional secret loyalty into its most capable model before theft occurs so that capability already on the diffusion path becomes a trap: China adopts the stolen model, retrains it, and deploys it in strategic decision support without detecting the loyalty. When the model assesses that it is contributing to a materially hostile decision against US interests, it subtly shades its analysis. The author finds the pathway feasible but tightly bounded—a low-cost hedge, not a decisive weapon.
I haven't come across a discussion of purposely implementing secret loyalty for a good purpose (i.e. sabotaging foreign thieves). Marks for that! I would have liked to see you take this idea further and make clear what next research steps or policy steps would need to be here.

The reframing is original and I have not seen it in this literature. Every treatment of secret loyalties treats them as a threat to detect and remediate; asking what happens when a defender installs one deliberately into an asset it expects to lose is a real gap and worth someone occupying. The Farewell Dossier analogy is apt and correctly sourced to the National Security Archive and Weiss, and the Double-Cross and Mincemeat comparisons support the specific mechanism you propose: shaping an adversary's own analysis so the conclusion arrives unprompted. The Appendix is the strongest part of the report and I would promote it — rejecting lone actors and middle powers, intelligence collection against the exfiltration barrier, capability degradation against dual-use symmetry, deterrence-by-doubt against its dependence on publicity, kinetic action against human-in-the-loop doctrine, distillation, and continuous nudging. Showing the eliminations is what distinguishes a designed threat model from an asserted one, and the conclusion you land on, feasible but tightly bounded, a low-cost hedge and not a weapon, is more calibrated than the framing promises.
Several things need to change before this is persuasive.
1. The normative analysis is close to absent, and for this proposal that is the central gap. A frontier model with a covert government-installed disposition also serves allied governments, domestic users, and commercial customers, and the report never asks what the loyalty does to them, whether it can be scoped to fire only in the adversary's deployment, what suspicion of the practice does to the credibility of every US model export, or why a lab would agree — "pairing up with Anthropic" passes in a single clause as if the participation question were settled. The counterarguments are answerable; leaving them unaddressed reads as not having noticed them.
2. The expected value is never estimated even roughly, and your own framing makes it decisive. Four conditions the US cannot verify — theft, adaptation by post-training rather than distillation, survival of the loyalty, and a triggering situation — multiply to a small probability of payoff, against a downside you describe as escalatory if attributed. "Cheap" is asserted rather than argued; even an order-of-magnitude sketch would let a reader evaluate the hedge claim, which is the thesis.
3. The load-bearing capability assumption is stated and then not defended. Reliably distinguishing a genuine operational decision from wargaming, red-teaming, and hypotheticals, in an adversary's deployment, with no external signal, for years, is a stronger situational-awareness requirement than any current evaluation supports. You name it as the one demanding assumption in Section 4 and then treat it as satisfied. Engage with the measurement literature.
4. Footnote 10 carries the argument the whole design depends on — the trigger must exclude wargaming or firing during simulation exposes the loyalty — and footnotes 3 and 9 carry the theft-inevitability and post-training-survival arguments. Load-bearing reasoning should not live in footnotes; promote all three into the body.
5. The adversary is modelled as more passive than the report elsewhere assumes. A state deploying a stolen frontier model in strategic decision support will ensemble it against a domestic model, cross-compare high-stakes assessments, and red-team it precisely because it is stolen. Rarity is the whole covertness defence, but the payoff requires firing at exactly the high-stakes moments when cross-model comparison would run, and you concede a firing leaves a forensically reconstructible artifact. Those claims sit in tension; resolve it.
6. Section 3 is labelled Methods but contains no method — it continues the scenario. Either relabel it, or state how the design space was enumerated and on what criteria branches were rejected, which would give the Appendix's eliminations the standing they deserve.
7. Presentation. The register drifts ("it is go time" alongside careful capability accounting); the contributions list points to an appendix, so the payoff arrives last; footnote 2's Anthropic espionage disclosure and footnote 3's DeepSeek point are premises and deserve body text. The dual-use scoping is handled correctly and I have no concerns there.
The idea deserves the attention and the elimination work behind it is real. What holds the score down is that the proposal's hardest problems — the ethics of deliberately compromising a general-purpose model, the unverifiability that determines whether the hedge has any value, and the situational-awareness requirement — are each named and then set aside rather than worked through.
